Checking Power Supply To the Data Link Connector (DLC)

Ignition off.
Disconnect Volvo Scan Tool (ST) and remove connector from the data link connector (DLC).
Connect a voltmeter between the data link connector (DLC) terminal 16 and ground.

The voltmeter should read battery voltage.

OK
