AG3: Check High Beam Input To Instrument Cluster

With the ignition key in the OFF position, locate and disconnect the instrument cluster C1. Turn the head lamps to the ON position, turn the high beams to the ON position. Measure the voltage on the Orange/Blue wire at the instrument cluster connector C1. See WIRING DIAGRAMS  . Is the voltage less than 10 volts? If yes, replace the instrument cluster. If no, service the Orange/Blue wire.
