Checking the wiring and component

Ignition off.
Check the cable at system relay base terminal #5 for an intermittent short-circuit to supply voltage according to Short-circuit to supply voltage, intermittent faults .

Try a new system relay if no fault is found during the above fault-tracing.

Remedy as necessary.
