Checking the signal cable

Ignition on.
Check the cable between air conditioning (A/C) condenser fan relay base terminal #2 and engine control module (ECM) connector terminal #69. Check for a short-circuit to supply voltage according to Short-circuit to supply voltage. Permanent faults .

Remedy as necessary.
