Checking component and wiring
Check signal cable between engine control module (ECM) #A38 (#A38) and turbocharger (TC) control valve #2 for an open-circuit according to Open-circuit, permanent faults .
Check power supply cable between turbo charger valve #1 and system relay for an open-circuit according to Open-circuit, permanent faults .
Remedy as necessary.
