When PCM detects a fault (open, ground or short) in circuit, circuit is open internally for protection.

Poor electrical connections can set DTC or cause intermittent 3rd gear starts. Check connections at PCM, actuator connector plate or underhood junction block terminals. Wiggle connectors while performing actuator test.
