Fuel Gauge Does Not Read Full

Make sure tank is full. Check for faulty wiring or components. Use tester or known good fuel gauge sending unit. Check all wiring including ground. If wiring is okay, check for faulty fuel gauge sending unit, faulty voltage limiter (if used), faulty fuel gauge or faulty printed circuit board.
