EU Regulation 165/2014 and EU implementing regulation 2016/799 on tachographs and components must be implemented by 15.06.2019. All commercial vehicles registered on or after 15.06.2019 and having a permissible gross mass of > 3.5 t must be equipped with a so-called digital smart tachograph of the 2nd generation.

What has changed? 

The EU directives provide for a standardized DSRC technology (Dedicated Short-Range Communication) for an integrated remote control mode.

In order to enable more targeted monitoring of vehicles, the 2nd generation tachograph sends certain data via a DSRC antenna installed on the windshield from out of the passing vehicle to a control officer equipped with an appropriate DSRC reader. In addition, there is a connection to a global satellite navigation system (GNSS). This will in future be used to automatically capture the position data, which can also be used to support the fleet management system.

With the new regulation, a single sealing specification will apply to all countries in Europe for the first time. At each periodic inspection, every workshop must check for any tampering of the speed sensor's mechanical seal and then - and this is new - always apply a new seal. This also applies when replacing a tachograph. The seals must bear a unique identification number. This information must also be noted by the workshop on the installation plate. All seals that are currently available today will lose their validity.

Preconditions 

Workshops that wish to offer a tachographs inspection for vans with the new intelligent digital tachographs must obtain the necessary qualifications and possess a suitable testing system. Make sure that your workshop personnel have the new workshop card as well as the knowledge and the additional DSRC antenna test equipment required for commissioning the digital tachograph of the 2 nd generation.
