Purpose And Scope

This Recommended Practice (RP) offers guidelines for maintaining tires and wheels used on covered farm vehicles and low-use/special mobile equipment highway vehicles. It provides operators of safety inspection exempt and registration exempt low-use or special mobile equipment highway use vehicles and their service providers with guidelines, warnings, disclaimers, information and recommendations that their safety inspection exempt status or exempt from state registration may lead them to believe do not apply to them. While this RP focuses on tires and wheels used on Class 7 and 8 vehicles, it may apply to any Class 1-8 vehicle that is safety-inspection exempt under federal law or is exempt from state registration.

This RP may also to be used to encourage farm/CFV owners to voluntarily submit to a CVSA level maintenance safety inspection by a qualified service provider annually or other appropriate time/mileage interval. It should also serve as a reminder to operators of vehicles exempt from state registration that annual safety inspections are required. Also, some practices warrant highlighting for truly low-use vehicles that may be optional for the same vehicles used in standard freight hauling operations.
