Covered Farm Vehicles (CFVs):  The statutory definition of a CFV is provided at Sec. 32934(c) of MAP-21, as well as subsequent/continuing legislation, - "A CFV as defined in Sec. 32934, is a straight truck or articulated vehicle (e.g. a large pickup, a truck pulling a trailer, sometimes a standard tractor semitrailer combination) registered in a State that is used by the owner or operator of a farm or ranch....to transport agricultural commodities, livestock, machinery or supplies, provided the truck has a license plate or other designation issued by the State of registration that allows law enforcement personnel to identify it as a farm vehicle." The relevant CFR sections for "covered farm vehicles" are 49CRF 390.39 for the exemptions and 49 CFR 390.5 for the definition.

Low-Use Or Special Mobile Equipment:  Every state has its own definition; the following is one example - "Special mobile equipment [is defined as] every self-propelled vehicle not designed or used primarily for the transportation of persons or property and incidentally operated or moved over the highways, including farm equipment, implements of husbandry, road construction or maintenance machinery, ditch-digging apparatus, stone crushers, air compressors, power shovels, cranes, graders, rollers, well-drillers and wood-sawing equipment used for hire, asphalt spreaders, bituminous mixers, bucket loaders, ditchers, leveling graders, finished machines, motor graders, road rollers, earth-moving carryalls, scrapers, drag lines, concrete pump trucks, rock-drilling."

MAP-21:  Moving Ahead for Progress in the 21st Century. MAP-21 became effective March 14, 2013. States must adopt by March 14, 2016 or risk losing Federal funds. "Section 32934 of MAP-21 created a series of exemptions from the Federal Motor Carrier Safety Regulations (FMCSRs) for "covered farm vehicles" (CFVs)...exempt from any requirement relating to ... (3) ... and vehicle inspection, repair, and maintenance established under 49 U.S.C Chapter 311."
