Taxi emergency call function - GF82.95-P-0002P

NOTESA prespecified procedure exists for checking the taxi emergency call functions! 

Overview 

Taxi emergency call is available in order to minimize the risk of assault or, following an assault, the consequences for the taxi driver. This is intended to provide the taxi trade with an extended system on the basis of the automatic TELE AID emergency call. Both systems, automatic TELE AID emergency call and taxi emergency call, are based on the same device and the same functional principle. As a result of this, this and the following Chapters deal exclusively with the additional and modified taxi emergency call functions.

In an assault situation (risk of physical injury, death), the taxi emergency call enables the taxi driver to actuate a silent alarm via a concealed emergency call button. This is referred to as a silent alarm, because the actuation of the emergency call is imperceptible to the passengers. The GPS position is provided to a serial interface within the emergency call control module. For the assaulted taxi driver, a "silent alarm" means a considerable reduction in the risk of escalation within the vehicle. After the taxi driver has actuated the emergency alarm system actuation button (S62/6)  , the emergency call data, together with the vehicle identification and position coordinates (GPS), are transmitted to the emergency call service center via the short message service (SMS). In contrast to the automatic and manual emergency call, the position message is transmitted every 45 seconds (tracking function) in order to track the vehicle in the case of taxi emergency call.

In the emergency call service center, the GPS coordinates are converted into position information, supplemented with vehicle-specific data from a database and the responsible emergency call request center (police command center) is informed. As a result of the immediate integration of the police, threatened taxi drivers can be provided with specific and rapid assistance.

The responsible police officer at the command center is now able to listen in to the relevant taxi, in order to obtain a better estimation of the situation. The principal procedure of the taxi emergency call can also be seen from the following table.

Taxi emergency call procedure 

The taxi emergency call procedure is similar to that of the automatic or manual emergency call (TELE AID).

If the taxi driver feels that his health or life are threatened, he is able to actuate a silent taxi emergency call via a concealed emergency alarm system actuation button (S62/6)  .

Following actuation the telephone is rebooted so that telephone transmitter/receiver and TELE AID, D2B (A35/17)  can take over the sole control of the telephone. Booting the telephone leads to the following reactions:

Any existing connections are terminated, no new connections can be established via the handset, the telephone is activated if it was switched off when the emergency call was actuated, the telephone cannot be switched off via the handset during the emergency call.

The data telegram generated by the telephone transmitter/receiver and TELE AID, D2B (A35/17)  with a vehicle identification (e.g. chassis number) and the vehicle position (GPS coordinates) are transmitted to the emergency call service center. Here the position of the taxi assaulted is illustrated on a geographical street map as well as the vehicle identification to supplement vehicle-specific data (e.g. vehicle model, official identification, taxi center, etc.) from a data base. license plate number, taxi center, etc.) from a database. The complete emergency call message is forwarded to the responsible police command center. In order not the escalate the situation completing the voice connection with the telephone transmitter/receiver and TELE AID, D2B (A35/17)  and also the existing connection should not be perceptible for the vehicle passengers.

Amongst other things, this means that the dialing procedure is carried out silently, neither the ringing tone or the call-connected tone are audible, the display in the telephone display does not change, and the radio, which may possibly be switched on, is not turned down or muted (mute function).

The voice connection to the emergency call service center completed by the telephone transmitter/receiver and TELE AID, D2B (A35/17)  is transmitted directly to the responsible police department. Subsequent to this, the vehicle's hands free system is activated, so that the police officer dealing with the call is able to listen in to the vehicle. This procedure enables the officer to record and estimate the situation more easily.

For tracking the vehicle the telephone transmitter/receiver and TELE AID, D2B (A35/17)  transmits the current vehicle position to the emergency service center (tracking) at regular intervals of 45 seconds when an alarm is triggered. The police officer is then able to introduce the corresponding measures based on his estimate of the situation and the data which he has received. The taxi emergency call is either terminated via an end message (termination) from the emergency call service center or automatically following a specified period of time.
