Possible Causes

- EGRVR circuit shorted to GND.
- EGRVR circuit shorted to VPWR.
- Damaged EGRVR solenoid.
- Damaged PCM.
- Open EGRVR circuit.
- Open VPWR circuit to EGRVR solenoid.
