PINPOINT TEST QA: Unable to Activate Self-Test/Network Communication Error: Introduction

This pinpoint test is intended to diagnose the following:

unable to communicate with PCM
unable to activate the PCM self-test.
incorrect self-test procedure
harness circuits: ISP-R, PCMRC, PWRGND and VPWR
