DTC Description

When the Enable Condition are satisfied the ECM checks that high and low outputs (voltage level) are observed when OCV's are commanded. When an OCV output failure is detected, the appropriate fail counter is incremented. If the failure threshold exceeds during one diagnostic test, the test has failed and a DTC P008600 is stored.
