When Monitored

This diagnostic runs continuously when the following conditions are met:
- No failures detected in engine speed signal and Electric Motor speed signal via CAN bus.
- Target clutch pressure is equal to or greater than a calibrated value.
- Actual engine torque is less than a calibrated value.
- Vehicle is in Hybrid drive mode.
