The stuck closed diagnostic is run after the engine is started and running:

With the engine running after a key start.
No Starter Relay 1 or Starter Relay 2 Control circuit faults present.
No Starter Relay 1 Control Output faults present.
Starter Relay 1 is commanded on and Starter Relay 2 is commanded off.
