When Monitored

This diagnostic runs continuously when the following conditions are met:
- Gear Disengagement:
- Shifter is in PARK or NEUTRAL.
- Less than three clutch solenoids are activated.
- PARK or NEUTRAL:
- Shifter is in PARK or NEUTRAL.
- Since the requested position change to PARK or NEUTRAL, the number of activated clutch solenoids has been less than three for more than a calibrated amount of time.
