When Monitored

This diagnostic runs once per driving cycle when the following conditions are met:
- No failure with engine speed signal.
- Engine has been off for a calibrated amount of time.
- Parking lock sensor indicates an engaged Parking Lock before engine restart.
- Engine has been restarted and running for a calibrated amount of time.
