When Monitored

This diagnostic runs when the following conditions are met:

Battery voltage is above 11.0 volts.
Barometric pressure is above 22.2 hg.
With the ignition on and the engine speed at 0 rpm.
- After the ignition has been off for a minimum of three minutes previously.
