This diagnostic is designed to detect if the Catalytic Converter is not heating up at the proper rate during a cold start condition. The Powertrain Control Module (PCM) fails the Catalyst Cold Start Monitor if the accumulated time of Catalyst heating effectiveness is below a calibrated threshold for 7.0 seconds out of the 20.0 seconds of monitoring time.
