When Monitored

This diagnostic runs continuously when the following conditions are met:
- Gear disengagement:
- NEUTRAL or PARK requested.
- Engaged position NEUTRAL or PARK:
- NEUTRAL or PARK requested.
- NEUTRAL or PARK engaged for greater than a calibrated amount of time.
- Clutch-combination E and F is not activated for greater than a calibrated amount of time.
