When Monitored

This diagnostic runs continuously when the following conditions are met:
- TCC is applied in closed or closed loop control mode.
- Pressure inside the TCC (calculated by a software model) must be greater than a calibrated threshold.
- Engine torque must be lower than a calibrated threshold.
