This diagnostic runs continuously when the following conditions are met:

Dog Clutch F has been commanded in the engaged position.
The extended NEUTRAL position is active (maximum time = 1s).
Friction Clutch E is commanded in the engaged position.
No input speed signal DTCs set.
No output speed signal DTCs set.
