Set Condition

When in fixed gear:
- The engine speed is greater than a threshold for a calibrated amount of time.
When a gear shift is requested:
- The calculated input speed of the target gear, (the actual output speed target gear ratio) is greater than a calibrated value for a calibrated amount of time.
