When Monitored

This diagnostic runs one time during an ignition cycle when the following conditions are met:

Ignition on.
System voltage above 10.38 volts.
Stop/Start enabled.
Condition one:
- The Ignition Run 2 Relay is commanded closed (on).
- Starter Relay commanded open (off).
Condition two:
- The Ignition Run 2 Relay is commanded open (off)
- Starter Relay commanded open (off).
