Possible Causes
PANEL MODE DRIVE CIRCUIT SHORTED TO VOLTAGE
DEFROST MODE DRIVE CIRCUIT SHORTED TO VOLTAGE
HVAC MODULE

Always perform the HVAC Pre-Diagnostic Troubleshooting procedure before proceeding. Refer to  PRE-DIAGNOSTIC TROUBLESHOOTING PROCEDURE  .
