This diagnostic runs continuously when the following conditions are met:

Limp home mode is not active.
Position valve monitoring is not active.
No vehicle speed signal Diagnostic Trouble Codes (DTCs) set.
Vehicle speed above calibrated value.
Power flow is in a forward direction.
