This diagnostic runs continuously when the following conditions are met:

Cold start condition.
Engine running at idle.
The difference between the Ambient Air Temperature (AAT) Sensor and Engine Coolant Temperature (ECT) Sensor values at startup less than 15°C (27°F).
AAT Sensor value between -7°C and 50°C (19.4°F and 122°F).
ECT Sensor value between -7°C and 50°C (19.4°F and 122°F).
