With the ignition on.

SET CONDITION
The PCM does not receive a Valid Key message from the SKIM.

POSSIBLE CAUSES
- No communication with SKIM
- SKIM trouble codes set
- No VIN programmed in the PCM
- Incorrect VIN in PCM
- Invalid SKIM key not present
