Fuel Gauge Always Indicates Empty (Gasoline)

Remove IPC. Disconnect VCM connector C1. Check continuity between VCM harness connector C1 terminal No. 9 (Purple wire) and ground. If continuity exists, repair short to ground on Purple wire. If continuity does not exist, replace IPC. Retest gauge.
