Gauge Stays At EMPTY Position

Check for fuel in tank. Turn ignition on. Unplug lead at fuel tank. If gauge now indicates past FULL mark, replace fuel gauge sending unit. If gauge does not indicate past FULL mark, check for short to ground between gauge and fuel tank. Repair as necessary. If wire is okay, replace cluster.
