Pinpoint Tests Applicability

This test applies to the following diagnostic concerns:
- DTC U0131:XX set in a module other than the PSCM
- The symptom "PSCM Does Not Communicate With The Diagnostic Scan Tool" It DOES NOT apply to any other DTC or symptom.
