Possible Causes

Excessive steering fluid fill.
Fluid cap missing, loose damaged or missing O-ring seal.
Loose or damaged hose fittings.
Leakage at shaft seal: Seal damage. Pump rotor shaft damage, such as grooving, pitting or scratches. Pump rotor shaft bushing worn.
Inlet tube.
Housing porosity.
Loose tube union nut, relief valve.
Tube union, relief valve damaged.
