Test Procedure

WARNING: This page does not describe the selected car, but rather 30 other vehicles, including the 2004 Mercury Sable, 2004 Mercury Mountaineer, 2004 Mercury Monterey, 2004 Mercury Marauder, and 2004 Mercury Grand Marquis. However, it is still accessible from the selected car via links, so may be relevant.
NOTE: Proceed to DTC testing steps listed in FAULT CODE SETTING CONDITION  table of fault code setting condition.

  1. KC1 KOEO AND KOER DTC P0230: CHECK THE VPWR VOLTAGE TO FUEL SHUTOFF VALVE RELAY 
    • FSV Relay connector disconnected.
    • Key ON Engine OFF.
    • Measure the voltage between:
    ( + )FSV Relay Connector, Harness Side ( - )
    VPWR - Pin 2 Ground

    Is the voltage greater than 10.5 V? 

    Yes No
    KEY OFF.
    GO to  KC2.
    REPAIR open circuit.
  2. KC2 CHECK THE FUEL SHUTOFF VALVE RELAY 
    • REFER to the pin numbers indicated on the FSV relay, Figure. There will be either a pin 1 or pin 85.
    • Measure the resistance between either pin 1 or pin 85 and all the other pins of the relay. One measurement must be between 40 and 120 ohms, with the other measurements being greater than 10,000 ohms.

    Are all Resistance checks OK? 

    Yes No
    GO to  KC3. INSTALL a new FSV relay.
  3. KC3 CHECK THE FUEL SHUT OFF VALVE CIRCUIT FOR A SHORT TO VPWR IN THE HARNESS 
    • PCM connector disconnected.
    • Key ON Engine OFF.
    • Measure the voltage between:
    ( + )FSV Relay Connector, Harness Side ( - )
    FSV - Pin 1 Ground

    Is the voltage less than 1 V? 

    Yes No
    KEY OFF.
    GO to  KC4.
    REPAIR short circuit.
  4. KC4 CHECK THE FUEL SHUTOFF VALVE CIRCUIT FOR A SHORT TO GROUND IN THE HARNESS 
    • Measure the resistance between:
    ( + )FSV Relay Connector, Harness Side ( - )Vehicle battery
    FSV - Pin 1 Negative terminal

    Is the resistance greater than 10K ohms? 

    Yes No
    GO to  KC5. REPAIR short circuit.
  5. KC5 CHECK THE FUEL SHUT OFF VALVE CIRCUIT FOR AN OPEN IN THE HARNESS 
    • Measure the resistance between:
    ( + )FSV Relay Connector, Harness Side ( - )PCM Connector, Harness Side
    FSV - Pin 1 FSV - Pin 80

    Is the resistance less than 5 ohms? 

    Yes No
    GO to  KC6. REPAIR open circuit.
  6. KC6 WAS KOEO DTC P0231, P0232 ALSO PRESENT? 
    • CHECK KOEO DTCs:

    Are DTCs P0231 or P0232 present? 

    Yes No
    GO to  KC7. INSTALL a new PCM.
    Refer to FLASH ELECTRICALLY ERASEABLE PROGRAMMABLE READ ONLY MEMORY - FLASH EEPROM .
  7. KC7 CHECK THE FUEL SHUTOFF VALVE PRIMARY CIRCUIT INSIDE THE PCM 
    • PCM connector connected.
    • FSV Relay connector connected.
    • Key ON Engine OFF.
    • Access the PCM -FSVF PID.

    Is the PID state YES? 

    Yes No
    KEY OFF. INSTALL a new PCM.
    Refer to FLASH ELECTRICALLY ERASEABLE PROGRAMMABLE READ ONLY MEMORY - FLASH EEPROM .
    GO to  KC8.
  8. KC8 CHECK THE FUEL SHUTOFF VALVE PRIMARY CIRCUIT INSIDE THE PCM WHILE CRANKING THE ENGINE 
    NOTE: The scan tool must be connected to a reliable power source that is powered with the key in the START position (such as directly to the vehicle battery). Also verify that the vehicle battery is fully charged.
    • Key ON Engine OFF.
    • Access the PCM -FSVF PID.
    • Crank the engine.

    Does the PID display indicate a fault during crank? 

    Yes No
    KEY OFF. INSTALL a new PCM.
    Refer to FLASH ELECTRICALLY ERASEABLE PROGRAMMABLE READ ONLY MEMORY - FLASH EEPROM .
    KEY OFF.
    Fuel pump primary circuit is OK in the harness and PCM
    GO to  KC9.
  9. KC9 WAS KOEO DTC P0231 PRESENT? 
    • CHECK KOEO DTCs:

    Is DTC P0231 present? 

    Yes No
    GO to  KC19. DTC P0232 is present
    GO to  KC10.
  10. KC10 KOEO AND KOER DTC P0232: DOES THE ENGINE START? 

    Does the engine start? 

    Yes No
    GO to  KC11. GO to  KC14.
  11. KC11 CHECK IF POWER IS ALWAYS BEING SUPPLIED TO THE FUEL SHUTOFF VALVES POWER CIRCUIT 
    • PCM connector disconnected.
    • Key ON Engine OFF.
    • Make sure all the accessories are off.
    • Measure the voltage between:
    ( + )PCM Connector, Harness Side ( - )
    FSVM - Pin 40 Ground

    Is the voltage less than 1.5 V? 

    Yes No
    GO to  KC13. GO to  KC12.
  12. KC12 CHECK FOR FSV RLY CONTACTS ALWAYS CLOSED 
    • FSV Relay connector disconnected.
    • Key ON Engine OFF.
    • Make sure all the accessories are off.
    • Measure the voltage between:
    ( + )PCM Connector, Harness Side ( - )
    FSVM - Pin 40 Ground

    Is the voltage less than 1.5 V? 

    Yes No
    INSTALL a new FSV relay. REPAIR short circuit to PWR.
  13. KC13 CHECK THE FUEL SHUTOFF VALVE MONITOR CIRCUIT FOR AN OPEN IN THE HARNESS 
    1. FSV Relay connector disconnected.
    2. Measure the resistance between:
    ( + )FSV Relay Connector, Harness Side ( - )PCM Connector, Harness Side
    FSVPWR-A - Pin 5 FSVM - Pin 40

    Is the resistance less than 5 ohms? 

    Yes No
    INSTALL a new PCM.
    REFER to FLASH ELECTRICALLY ERASEABLE PROGRAMMABLE READ ONLY MEMORY - FLASH EEPROM .
    REPAIR open circuit.
  14. KC14 CHECK IF INERTIA FUEL SHUTOFF TRIPPED 

    Is IFS tripped? 

    Yes No
    Reset Switch GO to  KC15.
  15. KC15 MEASURE THE RESISTANCE BETWEEN THE C AND NC PINS OF THE IFS 
    • IFS connector disconnected.
    • Measure the resistance between:
    ( + )IFS Connector, Component Side ( - )IFS Connector, Component Side
    FSVPWR-A - Pin 2 FSVPWR -B - Pin 1

    Is the resistance less than 5 ohms? 

    Yes No
    GO to  KC16. INSTALL a new IFS.
  16. KC16 CHECK THE FUEL SHUTOFF VALVES POWER CIRCUIT FOR AN OPEN IN THE HARNESS 
    • FSV Relay connector disconnected.
    • Measure the resistance between:
    ( + )FSV Relay Connector, Harness Side ( - )IFS Connector, Harness Side
    FSVPWR-A - Pin 5 FSVPWR-A - Pin 2

    Is the resistance less than 5 ohms? 

    Yes No
    GO to  KC17. REPAIR open circuit.
  17. KC17 CHECK THE FUEL SHUTOFF VALVES POWER CIRCUIT RESISTANCE TO GROUND THROUGH THE FUEL SOLENOID SHUTOFF VALVES 
    • FSV Relay connector connected.
    • Measure the resistance between:
    ( + )IFS Connector, Harness Side ( - )Vehicle battery
    FSVPWR-B - Pin 1 Negative terminal

    Is the resistance less than 10 ohms? 

    Yes No
    No Fault Found. Problem may be intermittent.
    Repeat test
    RETURN to QT: STEP 1: PCM QUICK TEST and CONTINUE diagnosis as directed.
    REPAIR open circuit.
    The open is either in the common FSV PWR circuit before any splice to the individual fuel solenoid shutoff valves, or in each of the individual fuel solenoid shutoff valve circuits path to ground
  18. KC18 KOEO AND KOER DTC P0231: WAS KOEO DTC P0230 ALSO PRESENT? 
    • CHECK KOEO DTCs:

    Is DTC P0230 present? 

    Yes No
    GO to  KC1. GO to  KC19.
  19. KC19 DOES THE ENGINE START? 

    Does the engine start? 

    Yes No
    Disconnect the PCM.
    GO to  KC13.
    GO to  KC20.
  20. KC20 CHECK THE B+ VOLTAGE TO FUEL SHUTOFF VALVE RELAY 
    • FSV Relay connector disconnected.
    • Measure the voltage between:
    ( + )FSV Relay Connector, Harness Side ( - )
    B+ - Pin 3 Ground

    Is the voltage greater than 10.5 V? 

    Yes No
    GO to  KC21. B+ circuit fault. CHECK the condition of the related fuse/fuse links. If OK, REPAIR the open circuit. If the fuse/fuse link is damaged, CHECK the circuit for short to ground before replacing.
  21. KC21 CHECK THE BETWEEN THE RELAY AND FSVM SPLICE CIRCUIT FOR AN OPEN IN THE HARNESS 
    • Measure the resistance between:
    ( + )FSV Relay Connector, Harness Side ( - )
    FSVPWR-A - Pin 5 Ground

    Is the resistance less than 10 ohms? 

    Yes No
    INSTALL a new FSV relay. REPAIR open circuit.
    between the relay and FSVM splice
  22. KC22 CONTINUOUS MEMORY DTC P0232: IS A CONTINUOUS DTC P0230 PRESENT? 
    • CHECK Continuous Memory DTCs:

    Is DTC P0230 present? 

    Yes No
    GO to  KC26. GO to  KC23.
  23. KC23 CHECK THE FUEL PUMP SECONDARY CIRCUITS FOR FAULT 
    • Key ON Engine OFF.
    • Access the PCM -FSVM PID.
    • Observe the for an indication of a fault while completing the following:
      NOTE:
      • The FSVM PID will turn ON when a fault is indicated.
    • Shake, wiggle, and bend the FSV PWR circuit between the fuel shutoff valve relay and the fuel solenoid shutoff valves.
    • Shake, wiggle, and bend the Fuel Shutoff Valves ground circuits from each fuel solenoid shutoff valve to ground.
    • Shake, wiggle, and bend the FSVM circuit between the PCM and the splice to the FSV PWR circuit.
    • Lightly tap on the IFS & FSVR to simulate road shock.
    • Key OFF.

    Is a fault indicated? 

    Yes No
    ISOLATE the fault
    Repair as necessary.
    Unable to duplicate or identify the fault at this time.
    GO to PINPOINT TEST Z step 1 .
  24. KC24 CONTINUOUS MEMORY DTC P0231: IS A CONTINUOUS DTC P0230 PRESENT? 
    • CHECK Continuous Memory DTCs:

    Is DTC P0230 present? 

    Yes No
    GO to  KC26. GO to  KC25.
  25. KC25 CONTINUOUS MEMORY DTC P0231: CHECK THE FUEL SHUTOFF VALVE SECONDARY CIRCUITS BETWEEN THE B+ SUPPLY AND FSVM CONNECTION 
    • IFS connector disconnected.
    • PCM connector disconnected.
    • Connect a 5 amp fused jumper wire between the following:
    Point A PCM Connector, Harness Side Point B PCMPWR Relay Connector, Harness Side
    FSV - Pin 80 GND
    • Key ON Engine OFF.
    • Measure the voltage between:
    ( + )PCM Connector, Harness Side ( - )
    FSVM - Pin 40 Ground
    • CHECK for an indication of a fault while completing the following. The voltage changes suddenly when a fault is detected.
      • Shake, wiggle, and bend the B+ supply to the Fuel Shutoff Valve relay.
      • Lightly tap on the FSV RLY to simulate road shock.
      • Shake, wiggle, and bend the FSV PWR circuit between the fuel shutoff valve relay and the fuel solenoid shutoff valves.
      • Key OFF.
      • Visually inspect the Fuel Shutoff Valve Relay and its loom connector for damage and corrosion, repair or clean as necessary.

    Is a fault indicated? 

    Yes No
    ISOLATE the fault
    Repair as necessary.
    Unable to duplicate or identify the fault at this time.
    GO to PINPOINT TEST Z step 1 .
  26. KC26 CONTINUOUS MEMORY DTC P0230: CHECK THE FUEL SHUTOFF VALVE PRIMARY CIRCUITS 
    • Key ON Engine OFF.
    • Wait for 5 seconds.
    • Access the PCM -FSVF PID.
    • Observe the PID for an indication of a fault while completing the following: The FSVF PID will turn ON when a fault is indicated.
      • Shake, wiggle, and bend the FSV circuit between the PCM and the FSV RLY.
      • Shake, wiggle, and bend the VPWR circuit to the FSV relay.
      • Lightly tap on the FSV RLY to simulate road shock.
      • Key OFF.
      • Visually inspect the harness.

    Is a fault indicated? 

    Yes No
    ISOLATE the fault
    Repair as necessary.
    Unable to duplicate or identify the fault at this time.
