Perform this test to determine is engine can develop sufficient boost to obtain specific power. Possible causes for low boost are:

Restricted intake or exhaust.
Low fuel pressure.
Low injection control pressure.
Faulty fuel injectors.
Faulty turbocharger.
Mechanical engine failure.
