1. Governor weights binding.
2. Governor springs and gear damaged.
3. Governor shaft seal or valve missing or damaged.
4. Governor tube leaking.
5. Throttle Valve (TV) cable damaged or disconnected.
6. TV control valve, TV plunger, TV line modulator valve, and 3-4 modulator valve stuck, nicked, or damaged.
7. TV control valve, TV plunger, TV line modulator valve, and 3-4 modulator valve springs missing or damaged.
