2-3 SHIFT SPEED HIGH OR LOW
1. Governor weights binding.
2. Governor springs and gear damaged.
3. Governor shaft seal or valve damaged or missing.
4. Governor tube leaking or damaged.
5. Throttle Valve (TV) cable damaged or disconnected.
6. TV control valve, TV plunger, TV line modulator valve, and 2-3 throttle modulator valve stuck, nicked, or damaged.
7. TV control valve, TV plunger, TV line modulator valve, and 2-3 throttle modulator valve springs missing or damaged.
8. Governor tube leaking.
