Vacuum Operated Throttle Modulator (VOTM)

1. Apply 20 inches Hg vacuum to VOTM using a hand vacuum pump and check that plunger extends and holds.
2. Vacuum must not decrease to 10 inches Hg in less than 10 seconds.
