EVCU detects Quadrature sensor count change greater than 10 counts when no engage or disengage command has been sent.

EVCU detects Quadrature sensor counts are greater than 400 counts per sensor or 800 total counts when an engage command has been sent.

EVCU detects Quadrature sensor counts are less than negative (-) 50 counts when a disengage command has been sent.

EVCU detects Quadrature sensor counts move more than 50 counts when motor is not commanded to engage/disengage.
