The shift lever uses a Hall Effect sensor for the Neutral position information. The TCM reads the analog output of the sensor. The sensor output indicates whether or not the Neutral mode is requested based upon two distinct voltage ranges. In these terms, the sensor is interpreted as a switch. If the sensor output value is outside the normal operation voltage ranges, then the diagnostic will be considered failing.
