When Monitored

This diagnostic runs continuously when the following conditions are met:
- System Voltage is greater than 9 volts and less than 16 volts.
- The vehicle is charging.
- CAN communication is active.
- Diagnostic monitor enabled.
- There are no charge inlet faults set.
