This diagnostic runs continuously when the following conditions are met:

When the engine is started and idled after an 8 hour cold soak but before Exhaust Gas Temperature Sensor 1/5 reading goes above 200°C (392°F). The ambient air temperature must also be above -6.7°C (20°F).
