Possible Causes

Possible Causes 
(C28) A/C CLUTCH CONTROL CIRCUIT SHORTED TO BATTERY VOLTAGE
(C28) A/C CLUTCH CONTROL CIRCUIT OPEN
TIPM
PCM

Always perform the Pre-Diagnostic Troubleshooting procedure before proceeding.  (Refer to PRE-DIAGNOSTIC TROUBLESHOOTING PROCEDURE)  .
