No Pointer Movement (No RPM PCI Bus Message or Zero RPM PCI Bus Message From Engine PCM)

Using scan tool, check Powertrain Control Module (PCM) for DTCs. See SELF-DIAGNOSTICS - CARAVAN, TOWN & COUNTRY, & VOYAGER article in ENGINE PERFORMANCE. Repair as necessary.
