The PCM will only run the diagnostic test if the TDC offset adjustment time set procedure has been activated. The vehicle will most likely not be brought in with this DTC set. See FUEL INJECTION PUMP TOP DEAD CENTER OFFSET ADJUSTMENT  under PROGRAMMING.
