To locate an intermittent condition, use a scan tool to monitor ISS with the engine running. Wiggling wires while watching for a change in the ISS parameter may locate the area where a fault in the wiring may lie. Also, check loose terminal connections. DTC P0716 can set due to the following:

Intermittent open anywhere in the ISS circuit.
Intermittent short to ground or short to voltage on ISS high (1230) or low (1231) circuits.
Loose sensor.
Electromagnetic interference caused by high current carrying wiring routed near ISS sensor wiring.
ISS resistance at 77°F (25°C) = 1000-2000 ohms.
