Steering Effort Too Easy W/Vehicle Moving, Okay If Stationary

No speedometer signal present at terminal No. 1 (Black  /White wire) of control unit connector. Electro/hydraulic converter is dirty. Remove and clean with compressed air. Control unit is defective.
